Statement of Duties: Under the general direction of the Planning Director, this position is responsible for the administration and implementation of the City of Warwick’s affordable housing & Community Development Block Grant Programs; and performs other duties as required. Duties Include:
· Prepares and submits all HUD applications, budget reports, and records for the CDBG Grant, and any other state/ federal grants/programs administered by the Office.
· Prepares the Five Year Consolidated Plan, Annual Action Plan & Consolidated Annual Performance & Evaluation Report.
· Monitors grant budgets to ensure fiscal fidelity and that restricted funds are properly utilized solely for their intended purpose.
· Reviews and approves, rejects or modifies requests for payments.
· Administers the HUD Integrated Disbursement Information System (IDIS).
· Provides oversight & monitoring of all sub-recipients receiving federal funds.
· Conducts environmental reviews for CDBG funded projects & activities.
· Ensures Compliance with Federal Labor Standards.
· Provides technical assistance to non-profit and neighborhood groups receiving funds and ensures they comply with various grant funding restrictions.
· Coordinates with non-profit and for-profit developers of new or expanded affordable housing units.
· Performs related work as required.
Education & Experience: Bachelor of arts or science in public administration, community planning or a related field, and five years of experience working with HUD or similarly fashioned Federal programs with increasing responsibility for program administration; or a substantially equivalent combination of education and experience to include Urban Planning. Preference may be given to candidates who possess a relevant master’s degree.
