The Planning and Urban Development Department plans for the vitality, livability, and prosperity of one of the most dynamic cities in the northeast. The Department’s work involves comprehensive planning; implementing and amending the City’s zoning and land use policies; site plan, subdivision, and historic preservation review; design review; managing the City’s Public Art program; and leading transportation planning and other long-range planning projects.
The Planning & Development Review Manager manages a staff of professional planners, technical staff, and consultants to ensure that the City’s development review program is effective, efficient, responsive to developer needs, accountable to the public, and adaptable to changing community conditions. Specific responsibilities include ensuring an efficient application process, review of applications, supervising planners, management of Planning Board agendas and meetings, tracking and analyzing development review patterns, reporting on development patterns to leadership, and overseeing process improvements to enhance the staff and applicant development review experience.
The position is a first point of contact for those seeking information and guidance about the Department’s development review program, is key to fostering strong relationships with stakeholders in the process, and helps to ensure the orderly growth and quality of life in Portland’s residential, commercial, mixed-use, historic and industrial districts.
Required Skills & Experience – The selected candidate will have the ability to understand, interpret and implement technical, qualitative, and legal requirements within City codes, as well as familiarity with site design, civil engineering, natural resource protections, urban design, subdivision law, shoreland zoning, stormwater management, traffic engineering, data analysis and related, or some combination of experience with these topics as they relate to the responsibilities of the position. Several years of planning experience and a master’s degree in urban planning or a closely related field or an equivalent combination of education and experience is required.
Preferred Skills & Experience – The selected candidate should have strong organization skills, as well as excellent verbal and written communication skills. AICP certification preferred.
Offers of employment are contingent upon the completion of a satisfactory background check. This is a Non-Union Position – C52 – with a pay range of $83,941.00 – $94,496.00 per year.
