The Director of Housing and Community Development will provide a variety of administrative, technical and professional work in preparation and implementation of housing and economic development plans, program and services. This includes direct management and oversight to functions of the department and its staff. The Director is responsible for overseeing the development and direction of a comprehensive housing agenda for the City of Chelsea, including overseeing the housing initiative, strategic housing plan, projects and policy, as well as programmatic design and implementation strategies.
The Director is responsible for formulating, with the City Manager, overall City policy as it relates to Housing and Community Development. Develop and oversee the coordination of housing policy with overall planning policy. Responsible for preparing for and conducting, along with the City Manager and Department Heads, collective-bargaining with unions representing the City’s employees.
Responsible for working closely with the City Manager and other key City staff in promoting the business and economic development interests within the City. Responsible for coordinating and planning economic development projects, public relations and marketing initiatives, assisting business applicants with the permitting process, as well as providing research and guidance to current as well as prospective businesses in Chelsea.
QUALIFICATIONS
Education/Experience
Master’s Degree in Public Administration, planning or a related field and four to six years, or more, demonstrated experience in housing and development, urban planning, housing and/or public policy; or Bachelor’s Degree with six to eight years, or more, professional experience in related work with demonstrated experience in related program oversight. A combination of relevant education and experience will be considered.
